WhatsApp template rejected: why Meta rejects templates and how to avoid it
Meta rejects templates for variables at the start or end, out-of-order numbering, too many variables for the text length, missing samples, duplicates and content that breaks its policies.

A rejected template doesn't seem like a big deal until you need it for a campaign that goes out tomorrow. According to Meta's documentation, review can take up to 24 hours, and an appeal another 24. This guide collects the causes Meta documents and a checklist to run through before you submit.
Why does Meta reject a WhatsApp template?
Most rejections come down to formatting: how the variables are placed, whether they have samples, the length, and whether the text already exists in another template.
| Cause | Example | How to fix it |
|---|---|---|
| Variable at the start or end | "{{1}}, your order is ready" | Start and end with text: "Hi {{1}}, your order is ready." |
| Out-of-order numbering | {{1}}, {{2}}, {{5}} | Use {{1}}, {{2}}, {{3}} in sequence |
| Too many variables for the text | A short message with 5 variables | Add more text or remove variables |
| No sample values | Variables without an example | Add a realistic sample for every variable |
| Special characters in variables | #, $ or % inside the variable | Put the symbol outside the variable |
| Duplicate | Same body and footer as another template | Reword it or reuse the existing one |
| Policy | Asking for sensitive data, or prohibited content | Review the WhatsApp Business commerce policies |
Why did my utility template get recategorized as marketing?
Because it mixes an update with something promotional. Meta classifies mixed content, such as "an order update with a promotion", as marketing and bills it that way.
A utility template should follow up on something the customer did, with no promotional intent: no coupons, no cross-sells, no "don't miss out". If Meta recategorizes it, the template stays approved but costs the same as marketing. And if an account repeatedly misuses the category, Meta can restrict or recategorize all of its utility templates.
Checklist before you submit a template
Ten seconds of review saves a day of waiting. Check variables, samples, length, category and buttons.
- It doesn't start or end with a variable.
- Variables are numbered in order, each with a sample.
- Short text header, with no emojis or line breaks.
- Button URLs point to your own domain, no link shorteners.
- Correct category: if there's a promotion, it's marketing.
- It doesn't repeat the text of another of your templates.
- If it's marketing, it tells people how to opt out.
ConexiaChat's template builder checks these rules as you type, with a WhatsApp-style preview. It warns you if the text reads like marketing and only lets you submit to Meta once there are no errors. More on our WhatsApp marketing page.
